As of 2026, the official fees to get a full car licence in Ireland come to €240 if you pass both tests first time: €45 for the theory test, €45 for your learner permit, €85 for the driving test and €65 for your first full licence. On top of that you pay for 12 mandatory Essential Driver Training (EDT) lessons, which Approved Driving Instructors price themselves, plus practice lessons, insurance and the use of a car. Those extras are usually the larger part of the bill.

Here's the breakdown and how to keep costs down.

Official fees (as of 2026)

Item Fee Paid to
Driver Theory Test (car, BW) €45 Prometric for the RSA
First learner permit €45 NDLS
Driving test (category B) €85 RSA
First full driving licence €65 NDLS
Total, passing first time €240

The NDLS raised the driving licence fee from €55 to €65 on 1 January 2025. Learner permits and full licences are free for applicants aged 70 or over.

Costs that can add up

Theory test

  • Rescheduling is free with at least seven calendar days' notice; within six days it costs 50% of the fee, and cancelling within two days or not turning up forfeits it.
  • Rescore appeal: €15, within 10 days.
  • Resits: €45 each time.
  • Expired certificate: the pass lasts two years. If you don't apply for a learner permit within that time, you pay to sit it again. Since the minimum age drops to 15 on 1 November 2026, sitting it too early can mean paying twice.

Official revision material

The RSA points candidates to the official revision materials sold by Prometric. Prices listed on Prometric's store include a download at €25 and online access at €23 for one week, €25 for one month, €28 for three months or €41 for six months. The Rules of the Road book is free to download from rsa.ie.

Learner permit renewals

A renewed learner permit costs €45, the same as a first one. From 1 November 2026, a third or fourth permit is only available if you've taken a driving test in the previous two years, and there's no fifth permit. Running out means starting again: a new theory test, a new first permit and all 12 EDT lessons again. Booking your test early is the cheapest option.

EDT: the biggest single cost

EDT is 12 one-hour lessons with an RSA Approved Driving Instructor (ADI), mandatory if your first car permit was issued on or after 4 April 2011. The RSA doesn't set a fee; each ADI sets their own price, and there are over 2,700 ADIs registered.

When comparing instructors, ask:

  • the price per EDT session and whether a block of 12 is discounted;
  • whether pre-test lessons and use of their car for the test are available, and at what price;
  • whether they'll record your sessions promptly so your record shows all 12 before you apply for the test.

EDT is a minimum, not a full course of practice. The RSA suggests spacing EDT over about six months, with supervised practice between sessions by your sponsor (a qualified accompanying driver), which costs much less than extra lessons.

Other costs to plan for

  1. Insurance. You must be insured to drive as a learner, and for the driving test you need a certificate of motor insurance covering you for the test car.
  2. A test car. It must be roadworthy and display valid tax, insurance and NCT discs (if applicable) and L-plates.
  3. L-plates and N-plates. Cheap, but compulsory; driving without them costs €120 and 2 penalty points.
  4. Retests. Each extra driving test is another €85, plus any extra lessons.

How to keep the cost down

  • Pass the theory test when you're ready to apply for your permit, not years before.
  • Practise between EDT lessons with your sponsor so each paid lesson builds on the last. Our how many lessons guide explains how to mix paid and private practice.
  • Know the fail rules before you book: our Irish driving test guide explains Grade 2 and Grade 3 faults.
  • Apply for your test early to avoid extra permit renewals under the 2026 rules.

Summary

Official fees to get an Irish car licence are €240 as of 2026: €45 theory test, €45 learner permit, €85 driving test and €65 full licence. EDT lessons, priced by each instructor, extra practice, insurance and resits make up the rest of the budget. Pass the theory test at the right time, book your driving test early and practise between EDT lessons to keep costs under control.

Frequently asked questions

How much does it cost to get a driving licence in Ireland?

As of 2026 the official fees total €240 if you pass everything first time: €45 theory test, €45 learner permit, €85 driving test and €65 for your first full licence. EDT lessons, practice, insurance and the car are extra.

How much are EDT lessons?

There's no fixed price. Each Approved Driving Instructor sets their own fees for the 12 mandatory EDT lessons, so compare several instructors and ask what's included.

Do I have to buy the official theory test materials?

No, but the RSA steers candidates to them. Prometric sells the official app, book, online access and download; online access was listed from €23 for one week to €41 for six months. The Rules of the Road book is free from rsa.ie.

What does it cost to resit?

You pay the full fee again: €45 for each theory test attempt and €85 for each driving test. Missing a theory test or cancelling within two days forfeits the fee.

Are learner permits free for anyone?

The NDLS charges nothing for a first or renewed learner permit if you're aged 70 or over. Everyone else pays €45.
